First, promptly organize the formulation of the motor system energy-saving renovation plan

Regions to organize industrial enterprises eliminated roadmap motor efficiency plan, carry out comprehensive baseline (see attachment 2), guiding enterprises to develop 2013-2015 motor system energy saving transformation and backward solutions, support enterprises choose efficient motor replacing inefficient, priority to motor and drag the equipment matching.Key enterprises with annual power consumption of 10 million KWH or above (the scope of key enterprises can be expanded according to the actual situation) shall fill in the schedule of motor system energy saving Renovation (see Appendix 3) as required and submit it to the provincial competent department of industry and information technology for examination, summary and filing.All provincial industry and information technology authorities are requested to submit the summary table of the motor system energy efficiency improvement plan (Annex 4) to the Ministry of Industry and Information Technology by the end of September.The competent departments of industry and information technology at all levels should strengthen supervision and inspection, carry out key inspections on enterprises that have not conducted careful self-inspection and have unclear plans for energy conservation renovation, and guide enterprises to formulate three-year plans for renovation and elimination of backward products as required.

Second, earnestly organize the motor production enterprises to implement mandatory energy efficiency standards

Each region shall organize the motor production enterprises within its administrative region to conduct self-inspection against the national standard gb18613-2012 for the Limited Energy Efficiency values and Energy Efficiency Grades of Small and Medium-sized Three-phase Asynchronous Motors, and guide the enterprises to formulate the standard plan and speed up the organization and implementation in accordance with the overall requirements of reaching the standard for all motor products by the end of 2013.The motor manufacturer shall fill in the self-examination form of basic information of the motor manufacturer (see Appendix 5) and submit it to the provincial competent department of industry and information technology, quality and technical supervision.The competent departments of industry and information technology, quality and technical supervision at the provincial level shall submit the summary table (Annex 6) of motor production enterprises' compliance plans to the Ministry of Industry and Information Technology and AQSIQ before the end of August.By the end of 2013, the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine will organize a special inspection on the implementation of energy efficiency standards and labeling, and take public exposure and other punishment measures against enterprises that fail to meet the standards.

3. Formulate the pilot program of high-efficiency remanufacturing of motor

Shanghai municipality, Anhui Province, Shaanxi Province, Hunan Province, Jiangxi Province and other provinces and cities shall speed up the formulation of the pilot work plan for the efficient remanufacturing of electric motors.The pilot program should focus on the key work such as building a standardized waste motor recycling system, cultivating large-scale high-efficiency motor remanufacturing demonstration project, improving the remanufacturing technology level, and strengthening the quality control of remanufactured products. The goal and task should be determined, specific measures should be formulated, support policies should be clarified, and safeguard measures should be strengthened.Please submit the pilot work plan to the Minis
